Formula Funding

Projections of the next year's activity in distance education SCHs are due to UNC-GA each year. In fall 1998 NC State submitted two years of projections for both years of the budget biennium. This fall we had a chance to modify the projection for next year. The SCHs projected this year for next year will determine the funding received during next year. Funding received this year was set by projections made last year. There is no opportunity to change this year's funding by offering more courses during this year.

Next year (Fall 2000) will be the first year of the budget biennium so we will have to submit two years of projections again. In addition this request comes much earlier in the year so gives us less time to examine the current semester behaviors.

The funding formula for distance education has several components that determine how much money the state will appropriate for distance education. In this discussion, courses are on-model or off-model, and the student credit hours (SCHs) of students in on-model courses may be fundable or nonfundable.

NC State receives money from state appropriations only for fundable SCHs in on-model courses.

On-Model and Off-Model Courses

GA allows for certain courses to be taken off-model, these are courses that are significantly customized and are offered to a restricted audience. Permission to take a course off-model must be cleared through GA. None of the SCHs produced in off-model courses are fundable.

Examples at NC State are all Study Abroad courses, a specialized course for DNA analysis (ST610C), and courses offered at CP&L for a bachelor's degree in nuclear engineering.

All courses not cleared through GA are on-model.

Fundable and Non-Fundable SCHs

The on-model courses will have funded or non-funded SCHs. The funding status of an SCH is determined by a set of rules published by GA, very near formal release, but still officially draft status.

Examples of non-fundable SCHs are those taken at an out-of-state site by out-of-state students, those in the one tuition-free course given as a benefit to NC State employees, and those taken by students over age 65.
